This is why the video plugin is not packaged in the OpenX 2.8.2 release. I spoke to the OpenX Team this week, and it turns out that the Flowplayer Open Ad Streamer plugin will actually be included in OpenX 2.8.3, rather than OpenX 2.8.2.
