If you have at least one banner with no delivery limitations and no delivery capping linked to every zone, OpenX will always be able to deliver this banner, and so it should deliver this banner when no other banners can be delivered, regardless of if you are using the default "Remnant Campaign" option, or eCPM prioritization.
