Absolutely -- eCPM prioritization is just a different way of selecting which banner to show from the list of banners that can possibly be shown to the user. If you have at least one banner with no delivery limitations and no delivery capping linked to every zone, OpenX will always be able to deliver this banner, and so it should deliver this banner when no other banners can be delivered, regardless of if you are using the default &quot;Remnant Campaign&quot; option, or eCPM prioritization.</description>
